Blueprints for NG911 Redundancy and Continuity
ECCs are increasingly exploring new approaches to continuity of operations that move beyond traditional backup concepts. This session brings together four ECC leaders who have implemented some of the most advanced continuity and redundancy partnerships in the country, offering firsthand insight into how Fairfax County (VA) and Metro Nashville (TN), and Charleston County (SC) and Collier County (FL), built multi-state, multi-vendor redundancy that includes live call routing, shared operational views, and coordinated dispatch support. They will describe how these models were conceived, governed, funded, tested, and operated; what worked and what didn't, and what lessons they learned.
These emerging models demonstrate how call taking and dispatch can continue seamlessly during outages, staffing shortages, facility disruptions, or catastrophic events, even when partners operate on different ESInets, use different NGCS providers, and fall under different governance structures. The panelists will describe how they built the relationships, technical foundations, and operational readiness needed to make these partnerships function in real time.
For IWCE attendees, this session offers a rare opportunity to understand the real-world blueprint for NG911 continuity: how ECCs can collaborate across vendors, states, and governance structures; how to prepare for the next generation of outages and disruptions; and how these early models may signal the future of nationwide NG911 resilience and continuity of operations.
Takeaway
• Governance, trust, and operational playbooks required to make multi-jurisdictional continuity work in practice.
• Technical and vendor alignment lessons from ECCs using different ESInets, NGCS providers, and CAD environments.
• A practical blueprint for ECCs seeking to strengthen resilience, continuity of operations, and disaster readiness.
