Jeff Cohen is the Founder of MountainPeak Strategies, where he provides senior strategic guidance to public safety technology companies, telecom and platform providers, investment firms, and mission-driven organizations. His work helps clients align innovation with market insight, navigate complex policy and operational dynamics, and build key relationships across the public safety sector. Jeff brings more than three decades of experience advancing emergency communications at the intersection of federal government, nonprofit leadership, and private sector technology. His expertise spans NG9-1-1 modernization, responsible AI integration, spectrum and network policy, and the strategic adoption of mission-critical capabilities. He has co-authored and helped achieve consensus around major federal legislative efforts, including the national NG9-1-1 funding program currently under consideration and the landmark legislation establishing the FirstNet public safety broadband network. His leadership roles include directing national public safety communications strategy at APCO International, where he guided modernization priorities and technology integration across the ecosystem and shaped federal policy. He also served with the U.S. House Energy and Commerce Committee, where he provided expertise on public safety communications and policy issues, and at the FCC, advising leadership on 9-1-1, spectrum, and national security communications matters. Earlier in his career, he practiced telecommunications law as a partner at Wilkinson Barker Knauer.
