Sarah Skaluba, Policy Lead, Office of Policy Analysis and Development, National Telecommunications and Information Administration
National Telecommunications and Information Administration Sarah Skaluba serves as the 6G Policy Lead in the Office of Policy Analysis and Development at NTIA. In this capacity, she supports NTIA’s Mission LA 2028 initiative and is working to ensure future 6G networks are secure and resilient, based on open and interoperable architecture, and supported by leading U.S. companies. She previously served as Special Policy Advisor detailed to the Office of the Assistant Secretary (OAS), where she supported a range of policy matters spanning 5G and Open RAN, the Public Wireless Supply Chain Innovation Fund (Innovation Fund), and the First Responder Network Authority (FirstNet). From 2022 through 2024, she served as Policy Director for the Innovation Fund, where she led policy development for the $1.5 billion grant program. Prior to joining the Department, Sarah advised public and private sector clients on telecom issues as a manager with Access Partnership and advanced a range of digital policies as a Policy Associate with BSA | The Software Alliance. Sarah holds a B.A. in International Studies from the University of Michigan and an M.A. in East Asian Politics and Security from the Walsh School of Foreign Service at Georgetown. In her free time, she loves to sail and run the occasional marathon.
