Robert “RJ” Russell is the President of Technical Broadcast Solutions, Inc., a consulting and contract engineering firm located in Dover, Delaware. Previously he was Vice President, Engineering & Operations for WTXF FOX 29 in Philadelphia, Pennsylvania and held similar positions with E.W. Scripps, Tucson, AZ; BYU Broadcasting, Provo, UT; DISH Network, Gilbert, AZ; DIRECTV, Los Angeles, CA; Catamount Broadcasting, Chico, CA; and Sunbelt Broadcasting, Yuma, AZ. Mr. Russell has also worked for the NBC Stations Group, Raleigh, NC; Sinclair Broadcast Group, Raleigh, NC; Arizona State University, Tempe, AZ; and Univision, Phoenix, AZ. He was a regional engineer on the nationwide 2GHz relocation project mandated by the FCC and executed by Sprint/Nextel and he has provided consulting services to the broadcast and telecommunications industry for various clients across the United States, Central and South America, and Samoa.
Mr. Russell is a Certified Professional Broadcast Engineer and ATSC 3.0 Specialist by the Society of Broadcast Engineers (SBE) and was awarded the SBE Broadcast Engineer of the Year in 2020. He has served as a director and officer of the SBE on both the local and national levels and has served in various positions within organizations that serve the broadcast industry and local communities. Mr. Russell serves on the Board of Directors of AFCCE and is a member of the IEEE BTS. RJ has served as a standards committee member for SMPTE and the ATSC as well as having served as a member of the NAB BEITC Planning Committee. He has also served in various leadership positions within the Boy Scouts of America and other civic-minded organizations.
