William DeCoste, Program Mgr-Statewide Agencies Radio System (STARS), Virginia State Police
Bill began his employment with the Virginia State Police in 2003 and currently serves as the Program Manager and Lead Engineer for the Commonwealth of Virginia STARS public safety radios system. STARS encompasses 23 state agencies, utilizing over 20,000 devices, on a VHF digital trucked radio system operated and maintained by 150 employees across the State. Over the past 4 years STARS has upgraded from P25 Phase one and is on schedule to complete Phase 2 implementation July 1, 2024, integrating LTE into the LMR system. Bill serves on the Virginia Statewide Interoperability Executive Committee (SIEC), Motorola Trucked User Group (MTUG), is a co-chair of the Virginia Users Agency Requirements Committee (UARC), member of the Project 25 Technology Interest Group (PTIG), and Virginia APCO.
