In 2010, all U.S. carriers told Congress that they would not provide public-safety users with priority and preemption on their networks—many contend that this position influenced lawmakers to create FirstNet. Today, all U.S. carriers say they provide some sort of priority to first responders, but there is some confusion in the market about how this is implemented and what limitations exists.
