4.9 GHz: What’s a Band Manager, and How Will It Impact Public Safety?
After receiving federal-court ruling in 2026, the FCC is proceeding with its 4.9 GHz plans. This includes the selection of a Band Manager, which will hold the license for the 4.9 GHz spectrum and is expected to reach a usage arrangement with the FirstNet Authority.
By the time IWCE begins, we should have much more information about the Band Manager’s role and the makeup of the selection committee that will choose the entity—or entities—that will fill this position.
During this session, our expert panelists will explore the FCC’s plan for 4.9 GHz. In addition to outlining the Band Manager’s mandated task, panelist will discuss who will get access to operate in the band, what might be included in an agreement with the FirstNet Authority, and what will happen to incumbents currently using the spectrum.
Perhaps most importantly, panelists will outline the factors that may determine when public-safety agencies actually will be able to use the much-anticipated 4.9 GHz spectrum under the new rules. For instance, is this an issue that will be settled entirely by the FCC, or could operation in this spectrum band be delayed more by further changes in court?
