Lance LaBreck, Business Continuity Manager, California Independent System Operator
Lance has over 30 years of escalating Business Continuity Management experience in the military, government, and commercial industries. Over his career, he has managed over 400 Incidents and Crisis events covering everything from major loss of life to network outages around the world. He has published five books in the subject of continuity, information security, safety, and risk management. Lance holds a MS in Management and Information Systems from Florida Institute of Technology. He has a certification from FEMA, BCI, and DRII. As a combat veteran, Lance served twenty years in the US Marine Corps as an infantry unit leader. Since 2016, at the California ISO, he is responsible for business continuity planning and Incident Command System encompassing, emergency response, incident management, business recovery, IT disaster recovery, and crisis management. Lance also holds a California and Utah Department of Justice firearms instructor certifications, the company range safety officer, and training instructor for concealed carry. He is the facility security officer for staff with a DHS or FBI clearance. The Emergency communications manager for DHS WPS, Satellite, UHF, and HF radio. Program coordinator for Electricity Subsector Coordinating Council for Cyber Mutual Assistance, California Utility Emergency Association, and DHS Joint Cyber Defense Collaborative. Recent events of notes are GridEx V, VI, VII lead planner for the Western US, representing the ISO for state and federal exercises, and on several national and international continuity committees.
