Hermina (Nina) Koshinski, Chief of Radio Operations Engineering & Support, Pennsylvania State Police PA-STARNet
Ms. Koshinski has over 25 years with the Commonwealth of Pennsylvania in various positions. She manages the statewide PA-STARNet P25 Phase 2 Trunking Land Mobile Radio (LMR) system under the Pennsylvania State Police. She is responsible for the engineering, administration, build-out, management of the LMR system and manages a dedicated 24/7 Network Operations Center (NOC) that provides infrastructure support to a wide array of users; to include state, county, business, and federal partners. She has extensive technical knowledge and interprets diverse operational needs that help to recommend and craft the best interoperability solutions. Her broad technical background, certifications, involvement with several technical groups and having served in the Pennsylvania National Guard as an Information Systems Security Officer (ISSO) brings a unique set of expertise in LMR, IT, security, best practice & portfolio management, infrastructure & user support, and interoperability solutions. She is very passionate about learning new technologies and security solutions.
Ms. Koshinski is a member of APCO International and serves on the P25 Steering Committee, Project 25 Technology Interest Group (PTIG), Public Safety User Needs Working Group (PSUNWG), various Telecommunications Industry Association (TIA) Engineering and Federal Committees.
