Thomas Gilbert, Radio System Manager, Brazos Valley Council of Governments
Thomas Gilbert has over 26 years in Public Safety Communications and serves as System Manager for a 16-site regional P25 700MHz system in the Brazos Valley Region of Texas. A 24-year Fire Service veteran, he blends technical expertise with field experience and holds state credentials as an All-Hazards Communications Unit Leader and Technician. Thomas is active in disaster response, state interoperability committees, and mentoring future communications technicians through training and evaluation at regional and statewide exercises. In July 2025, Thomas served as the Communications Unit Leader during the massive response to the devastating flooding in Kerrville, Texas, where he had to bring his experience and knowledge of interoperability challenges to bear while coordinating the communications needs of over 2,000 First Responders during the initial phase of the response by utilizing traditional LMR interoperability channels, the regional trunking system, as well as broadband PTT and messaging applications.
