John Chaney, IT Communications Manager, City of Irving
John Chaney has been the Information and Technology Wireless Infrastructure & Communications Division Manager for the City of Irving for 7 years. He manages their Land Mobile Radio System which is part of a larger regional system called NTIRN. He has worked to integrate that network to all three major carriers with Mission Critical PTT capability between all networks. This is with the goal of reducing cost on devices and creating a carrier agnostic environment that allows the users to choose their carrier of choice and creating enhanced interoperability. He is also working on a mixed LMR infrastructure deployment that was enable by a SERI grant to help reduce cost.
He has over 30 years’ experience in the industry providing communications for Public Safety, 4 years with Motorola in Houston before going to work for the Harris County Information Technology Center. He retired from Harris County October 2017 as a LTE Design Engineer. Other titles and responsibilities at Harris County were Mobility Architect, Senior Systems Technologist and Systems Supervisor. In these roles he supported the County, by developing, implementing and supporting high quality, innovative and cost effective information technology solutions. With a population of over 4 million, Harris County is the third most populous county in the United States, and the first county in the nation to deploy a Public Safety LTE broadband network under Mr. Chaney’s leadership and guidance as Mobility Architect. While with Harris County, Mr. Chaney has also supervised field teams on an expansion project involving one of the largest land mobile radio systems in the U.S. Following 9/11, Mr. Chaney also worked with the DHS (Department of Homeland Security) in a volunteer capacity on an Urban Area Security Initiative involving multiple urban area communication capabilities assessments.
