Andi Baughn, Statewide Interoperability Coordinator, Office of Emergency Communication - IDHS
With over 25 years of experience in public safety, including 17 years as a frontline dispatcher, trainer, and supervisor, Andi Baughn believes that dispatchers are the critical first link in the public safety chain, transforming chaotic calls into organized field responses. Now in her third year as the Statewide Interoperability Coordinator (SWIC), Andi leads the EF2 (Emergency Function 2) desk and oversees the Indiana Office of Emergency Communication Training and Outreach staff. Her team's mission is to make complex land mobile radio systems understandable and user-friendly for all Indiana responders through improved, state-wide radio training initiatives. On a national stage, she represents FEMA Region 5 on the National Council of Statewide Interoperability Coordinators (NCSWIC), where she collaborates with regional peers and taps into a high-level network of communication experts to bring national best practices back to Indiana.
