Infrastructure Resilience: Making a Connection When It Matters Most

Brian Bonacci  (Acting Executive Assistant Director, Cybersecurity and Infrastructure Security Agency (CISA))
Track: Interoperability & Convergence
Format: Power Session
Vault Recording: TBD

Reliable, secure, and resilient interoperable emergency communications during disasters are essential for safeguarding the Nation's 16 critical infrastructure sectors. As technology—including video, data, and information services—and standards advance, proactive collaboration, strategic planning, and coordinated response become increasingly important for ensuring safe, effective, and efficient disaster recovery.

Priority Services comprise a network of carrier partners working alongside the Cybersecurity and Infrastructure Security Agency (CISA) to deliver interoperable, prioritized communications across diverse networks. These Priority Telecommunications Services (PTS) include the Government Emergency Telecommunications Service (GETS) for wireline voice, Wireless Priority Service (WPS) for wireless voice, and Telecommunications Service Priority (TSP) for expedited repair and installation of critical voice and data circuits.

This session will highlight the Phase 2 program—Next Generation Networks Priority Services (NGN PS)—and Cyber Resilient 911, with an emphasis on emerging capabilities to enhance resilience, such as Starlink, Crius, Cyber, Wi-Fi Network, Cyber Resilient 911 (CR911), and Digital Twins.

Takeaway

1. Attendees will learn about the Priority Communications services offered by CISA to enable essential personnel to communicate when networks are degraded or congested.
2. Key challenges and lessons learned from CR911, and Next Generation Networks Priority Services (NGN PS) faced by emergency communications centers.
3. Attendees will gain insights into future capabilities to bolster resilience in their own emergency communications centers and networks.
