Steven Noel, Emergency Communications Chief, Cybersecurity and Infrastructure Security Agency (CISA)
Management and Leadership background in the telecommunications field for almost 40 years. Has broad –based experience in strategic planning, project management, implementation, and operations of communications/IT systems. Steve has worked with the Federal Government for over 21 years – supporting the early stages of FirstNet (FirstNet By the Numbers) and currently is with CISA promoting Public Safety Communications Interoperability – his focus is the Western U.S. Previously he worked for the state of Oregon, and the United States Army. Steve has extensive experience with private/public partnerships supporting broadband developments, and initial development of new technologies in the Army.
Steve was the Statewide Interoperability Coordinator (SWIC) for the State of Oregon. In this position he was involved with a few different committees working on national and regional public safety communications issues. In addition, Steve spent time as a Signal Officer in the U.S. Army working around the globe supporting efforts in Desert Storm, strategic communications in Europe, and advanced communications systems development at Fort Irwin, California National Training Center. It is this Army experience that introduced Steve to the term Interoperability and led to his passion of continually working on improving it! “It’s the people not the technology.”
Steve has an undergraduate degree from Norwich University and graduate degree in Applied Information Systems Management from the University of Oregon completing his thesis on Interoperability.
