Over 27 years of experience in public safety communications, including planning, managing and directing local and regional public safety efforts; created and IWCE 2021 Call for Speakers Submission Form managed budgets and business plans to advance public safety communications technology for local and regional public safety communications. OEC Coordinator for Region IV Eastern States across all levels of Government to build & improve Statewide interoperability and OEC initiatives for public safety. Management and operations of a countywide 700/800 MHz Trunked radio system that supported over 90 agencies and 10,000+ users. Developed plans and oversight for multiple system upgrades from 1990-2012; Smartnet to Smartzone, Digital Microwave, P25 multi-zone, and the Regional P25 transition plan. - Coordinated Regional and Statewide interoperability efforts for 10+ years, planning and implementing interoperability strategies for agencies for daily operations and large scale events. - Developed the strategy and provided oversight and coordination for the first multi-vendor public safety (Band 14) LTE demonstration network used during the 2012 Republican National Convention, supporting limited operations for intelligence and field force elements. - Support and leader in national level programs; TIC plan, SCIP plan, PSIC grant reviewer, NECP development, Goal 1 and Goal 3 demonstration for the NECP, SAFECOM ERC, and NPSTC. - Served as the NPSTC Interoperability Vice-Chair, Co-Chair for the Broadband Console Working Group developing public safety requirements for the FirstNet Nationwide LTE Network, and Co-Chair for the Radio Programming Compatibility Working Group developing programming compatibility tools for public safety
