Cuong Luu serves as a Subject Matter Expert and Program Manager for the Office for Interoperability and Compatibility Technology Center (OIC-TC). Mr. Luu provides leadership and guidance for research, development, testing, and evaluation in communication and network capabilities. Mr. Luu manages a portfolio of work that helps ensure DHS operational components and public safety communications technology challenges and requirements are addressed—both now and in the future. He is responsible for a number of projects that includes work with deployable, video quality/analytics, speech analytics technology, and datacasting. Prior to joining S&T in 2008, Mr. Luu worked in private sector communications IT program/project management for 10 years. His experience was focused on large, complex technology-based projects with an emphasis on management of technology driven services. Mr. Luu has an educational background in IT project management, communications networking, computer engineering, and electrical engineering. He holds a bachelor’s degree in Computer Engineering and Electrical Engineering, and has participated in numerous project management and leadership courses throughout his career.
