Career Highlights Formerly Chief Technology Officer (CTO) for the District of Columbia (DC) government, Mr. LeGrande led DC's Public Safety Land Mobile Radio (LMR) network upgrade and as a result, DC and National Capitol Region received the highest interoperability rating offered by the Department of Homeland Security in 2007. In addition, LeGrande led the development of the nation's first two city-wide public safety 700MHz wireless broadband networks. After his career as CTO for DC, Mr. LeGrande founded The Digital Decision (TDD) in 2007 focusing primarily on public safety communications consulting. Since that time, TDD has become a premier global public safety consultancy and solution integrator with projects in the United States, Jamaica, and Bermuda. At the core of all that TDD does, the team’s passion is to support and safeguard communities, drive comprehensive cross-carrier interoperability, and integrate technological solutions that improve public safety while improving public trust. Under LeGrande’s leadership, TDD continues to serve as one of Verizon’s chief consultants and architects of Verizon’s nationwide public safety broadband communications strategy. In this role, TDD has helped design and implement an upgrade of Verizon’s public safety broadband communications products and services. Verizon’s resulting market investments and competitive market position have significantly contributed to improved nationwide public safety communications, all while lowering costs to federal, state, and local governments. Education LeGrande earned a Bachelor of Science degree in Physics/Math from Clark Atlanta University (formerly Clark College) in Atlanta, Georgia. Key Accomplishments: •Provided testimony on Capitol Hill seven times •Authored Key portions of the FirstNet/D-Block legislation •Developed the Public Safety Interoperable Communications campaign policy paper which became a part of President Barack Obama’s Administrative agenda •Worked with Senator John McCain’s Staff and contributed Public Safety amendments in the Intelligence Reform Act of 2004 and various iterations of the “Saves Lives” legislation •Led the development of the nation's first two city-wide public safety 700MHz
