Deputy Chief Jay Kopstein served in the New York Police Department from 1973 until he retired in 2010. He now lends his expertise to the United States Department of State, Bureau of Diplomatic Security, Anti-Terrorism Assistance Program as a certified Anti-Terrorism Assistance Instructor. He also consults primarily to governmental entities providing expertise in law enforcement and homeland security. Chief Kopstein serves as SAFECOM’s Second Vice Chair, a program established to improve emergency response providers’ emergency communications operability, interoperability, and security through collaboration with emergency responders across all levels of government. Other public safety affiliations include the International Association of Chiefs of Police; New York State Association of Chiefs of Police; International Association of Emergency Managers; American Academy for Professional Law Enforcement; and the New York Metropolitan Area Committee for Spectrum Relief.
