John E. Holloway Jr. is the lead for the modernization of the Department of Defense public safety communications ecosystem as well as high frequency communications within the Cyberspace Operations Directorate, Defense Information Systems Agency. The Cyberspace Operations Directorate is responsible for synchronizing and directing the operation of the agency’s enterprise capabilities.

Holloway is responsible for the day-to-day operations of the DISA element overseeing the technical architecture and related documents of the DoD public safety communications ecosystem modernization effort. In this capacity, he interacts with various DISA supporting elements, services, other federal agencies, state 9-1-1 coordinators and executives as well as other professional organizations focused on public safety communications.

Prior to joining DISA, Holloway was the DoD subject matter expert for communications and information sharing for the DoD response to humanitarian assistance disaster relief efforts within the office of the DoD Chief Information Officer. He worked closely with the directorate for stability operations and humanitarian assistance within the Office of the Under Secretary of Defense for Policy and the Assistant Secretary of Defense for Special Operations/Low Intensity-Conflict as well as the Joint Staff J5 Humanitarian Engagement Branch, the services, and the United Nations Office for the Coordination of Humanitarian Affairs. He continually monitored and participated in the DoD related HADR events to include training, exercises or real-world events in humanitarian civil assistance.

Holloway came to the government from Science Applications International Corporation where he was the DoD CIO subject matter expert on HADR information communications technology and unclassified information sharing. He conducted studies for the Joint Staff J6 on multinational information sharing, utilization of ultra-high frequency Demand Assigned Multiple Access satellite communications across the department and network convergence for the United States Special Operations Command. He was employed by Raytheon Technologies where he developed and taught a communications technical controller course to members of the Royal Saudi Air Force in support of the Peace Shield Air Defense program.
Holloway retired from the U.S. Navy in 1988 as a Cryptologic Technician (Radio) Chief Petty Officer after 20 years of service. While on active duty he had three tours at the National Security Agency, served on numerous ships and at many locations around the globe, and was active in supporting special operations in Vietnam.
