David Holl is Director of Public Safety for Lower Allen Township, Cumberland County, PA where he oversees the police department and emergency services. Prior to his appointment at Lower Allen, Director Holl served as the Deputy Director for Operations at the Pennsylvania Emergency Management Agency. Prior to PEMA, Director Holl served as Lieutenant/Assistant Chief of Police with the Township of Derry Police Department, Hershey, PA. Director Holl serves as Chairman of the South-Central Task Force Criminal Justice Subcommittee and is appointed to the State's 911 Advisory Board by Governor Wolf as representative from the Pennsylvania Chiefs of Police Association. He also serves as President of the Board of Directors for the Partnership for Priority Verified Alarm Response (PPVAR) and Co-Chairs the TMA AVS-01 Committee. Director Holl holds a BS from Juniata College, Huntingdon, PA, an MSCJ from the University of New Haven, and an MPA from Penn State University.
