William ChapmanStatewide Interoperability CoordinatorState of Oregon

William Chapman is the Statewide Interoperability Coordinator (SWIC) for the State of Oregon. As the SWIC, he supports the State Interoperability Executive Council in carrying out the Statewide Communications Interoperability Plan, promotes interoperability between and amongst public safety agencies, administers the OR-Alert statewide alerts and warnings program, and leads emergency communications support efforts through the State Emergency Coordination Center during times of emergency. Since joining the state in 2019, he has led the state’s public safety communications related response and recovery efforts to the COVID-19 Pandemic, the devastating 2020 Labor Day Fires, and Winter Storm Viola in 2021. He is an active participant in the National Council of SWICs, the Oregon Emergency Management Association, the Association of Public Safety Communications Officials, and the National Emergency Number Association. He graduated from the University of Arizona and holds a certificate in Advanced Leadership from the Eller College of Executive Education. Prior to joining the State of Oregon, William served with the University of Arizona Police Department, Sierra Vista Fire and Medical Services, and The Arizona Rangers and several other public safety agencies. In addition to serving as Oregon’s SWIC, William also serves as a volunteer firefighter and advanced EMT with the Marion County Fire District #1. He resides in Salem, OR with his wife Kathryn.
