Joshua Black, Information Security Manager, Cybersecurity and Infrastructure Security Agency
Mr. Joshua Black is an Information Security Manager with the Cybersecurity and Infrastructure Security Agency (CISA). He leads public safety communications encryption initiatives, including the Federal Partnership for Interoperable Communications Encryption Focus Group and Security Subcommittee, focused on addressing critical encryption challenges and developing operational best practices for public safety/emergency response agencies. Mr. Black serves as federal coordinator for Project 25 (P25) initiatives and is the alternate P25 Steering Committee member for the Department of Homeland Security. He leads the SAFECOM P25 User Needs Working Group and the SAFECOM P25 Compliance Assessment Program Task Force. Mr. Black manages CISA’s efforts to support Next Generation 911 activities to ensure the Nation’s public safety personnel can transition to evolving 911 technologies. He also supports Emergency Support Function 2 (Communications) activities for CISA during emergency and planned events.
