Josh Black, Information Security Manager, Cybersecurity and Infrastructure Security Agency
Joshua Black is an Information Security Manager with the Cybersecurity and Infrastructure Security Agency (CISA). He leads public safety communications encryption initiatives, including the Federal Partnership for Inter-operable Communications (FPIC) Encryption Focus Group and Security Subcommittee, focused on addressing critical encryption challenges and developing operational best practices for public safety/emergency response agencies. Mr. Black serves as federal coordinator for Project 25 (P25) initiatives and is the alternate P25 Steering Committee member for the Department of Homeland Security. He leads the SAFECOM P25 User Needs Working Group and the SAFECOM P25 CAP Task Force. Mr. Black manages CISA’s efforts to support Next Generation 911 (NG911) activities to ensure the Nation’s public safety personnel can transition to evolving 911 technologies. He also supports Emergency Support Function 2 (Communications) activities for CISA during emergency and planned events. Prior to joining CISA, Mr. Black retired after serving 20 years in the United States Coast Guard (USCG) as an Operations System Specialist Chief Warrant Officer, Telecommunications Specialist, and Type 1 Communications Unit Leader (COML), focusing on contingency communications, COML assignments, and cryptographic management. He improved regional communications interoperability and enabled a better understanding of implementation strategies for new systems and concepts in USCG contingency communications policy. During his service, he managed communications commands for multiple emergency response incidents and planned large scale events, including Hurricanes Sandy, Matthew, and Harvey; National Conventions; Presidential Inaugurations; and overseas missions. Mr. Black has a Bachelor of Science in Criminal Justice and Homeland Security and a Master of Science in Emergency Services Management with a focus on Crisis/Emergency Disaster Management.
